  5. Duties and responsibilities  of staff

 

1. Shri S.K.Sehrawat, IFS, CF(Central)

Sl.

Functions as Conservator of Forests (Central)

a)

To implement the provisions of the Forest(Conservation) Act (FCA), 1980.

b)

To consider the approval of proposals of States/U. T Govts. within its jurisdiction under FCA. The Regional Offices of MoEF have been delegated with the powers to decide ONLY those cases  where the diversion of forest land for non-forest purposes does not exceed 5 ha.

For diversion of forest land between 5 to 40 ha., the Regional Office processes the proposal  puts-up the same before State Advisory Group (SAG) and, thereafter, the proposal is sent to Ministry of Environment & Forests, New Delhi with the recommendation of the Advisory Group for decision. Incomplete proposals are sent back to the concerned State Govt. The Conservator of Forests ( Central)  works as the Chairman of the State Advisory Group. Regarding proposals for diversion of forest land >40ha, the State Govts. directly forwards the same with their comments to MoEF, New Delhi for processing considering under the Forest (Conservation) Act, 1980.;

Also proposals involving diversion of forest land for regularization of encroachment and mining areas are finally approved by MoEF, New Delhi irrespective of the forest area involved.

c)

To conduct the site inspection on its own or on the direction of MoEF, New  Delhi. It is mandatory to conduct site inspection where forest area involved exceeds 40 ha.

d)

To ask report from State/UT Govt. on violation of provision(s) of the Forest (Conservation) Act and Environmental Acts and to take appropriate action there on.

e)

To monitor/review the stipulations as laid down in approval letters.

f)

To consider the approval of management plans/working plans and schemes of State Govt. and UT Govt. as per existing guidelines for writing working plans/schemes keeping in view the National Forest Policy 1988 and directions of Hon'ble Supreme Court in Civil Writ Petition 202 of 1995 read with 171 of 1996.

g)

To monitor/review the implementation of centrally sponsored scheme of forestry projects

 

Functions as Head of the Department

a)

To supervise overall  Administration, Establishment and Accounts work as Approving & Competent authority.

b)

To scrutinize all the reports / replies and important drafts of letters issued to MoEF and the Project Authorities by the Additional Directors (Scientists)

c)

Oversee activities pertaining to the Environment Wing like distribution of of IGPP inspections, Parliament Questions, Court cases, participation in different meetings /Workshops /trainings /Seminars/ lectures etc. by the Officers.

d)

Attend important meetings of the Ministry on behalf of the Regional Office.

 

Functions as Appellate Authority under the RTI, 2005:

a)

To decide necessary course of action on queries received under the RTI, 2005 to the Appellate authority.

b)

Get feedback from the Public Information Officers of the Office on the status of  queries received under RTI

 

2. Shri Rajbir Singh, IFS, Deputy Conservator of Forests(Central)

a)

To assist the Conservator of Forests (Central) in discharging his duties

 

Functions as Public Relations Officer under RTI Act 2005
( for Forest Clearances & Monitoring)

a)

To arrange relevant material to display at our web-site concerning Right to Information Act, 2005 ;

b)

To ensure timely response to queries received under RTI Act ;

c)

To see that the RTI is implemented in the office in full spirit.

 

3. Shri Surendra Kumar, Additional Director(S)

Sl.

Functions as Additional Director(S) in the Environment  Wing

a)

A target of 50 projects has been fixed for the year 2006-07 for each of the Additional Directors of this Regional Office, however a total more than 75 projects have been allotted so far to each. The officer is required to monitor the implementation status of different environmental safeguards of the projects allotted to him / her.

b)

As per directions from CF ( C ) To attend the meetings of different Environment Monitoring Committees constituted by the various Hydro-electric projects (HEPs). Most of them deal with Forest related issues like CAT & Compensatory Afforestation.

c)

Deal with correspondence with the Ministry of Environment & Forests, State Pollution Control Boards and Central Pollution Control Boards in respect of the projects allotted dealt.

d)

Deal with court cases related to the projects assigned.

e)

Working as Coordinator in the Environment Wing.

f)

He will be responsible for timely submitting of monthly, quarterly reports & any other reports as and when required by MoEF.    All such reports shall hence be routed through him for the approval of CF(C).  He will also be responsible to initiate general correspondence for new projects and EIA implementation.

g)

He reports to the Conservator of Forests

 

Functions as  Head of Office and DDO

a)

To supervise total Administration, Establishment and Accounts work along with correspondence with Pay & Accounts Officer and RO(HQ) in the Ministry.

 

4. Smt. Mita Sharma, Additional Director(S)

She reports to the Conservator of Forests

 

Functions as Estate Officer

a)

Deal with correspondence / matters related to Office Building and Residential quarters of the staff members  in Sector-43, Chandigarh

 

Functions as Head of Computerization

a)

Interacting with NIC to maintain Office Web Site.

b)

Ensure computer facilities to staff & proper functioning of Local Area Networking(LAN) & their maintenance .

 

5. Other Staff

(A) Shri Ashwani Kumar, Junior Hindi Translator

1.

All Hindi related correspondence pertaining to the Environment & Forests Wings for Hindi implementation.

2.

Library & putting up News items pertinent to the Office besides Environment and Forests related.

3.

Maintenance of papers of Court cases.

Annual Maintenance, House keeping,  Administration, Establishment, related works.

Any other additional work as and when required due to absence of other staff member or otherwise. He reports to Shri Surendra Kumar, Additional Director.

(B) Shri Ravinder Singh, RI

1.

Processing of all the cases of the Forest(Conservation) Act, 1980 and related matters pertaining to the State of Punjab

2.

Disposal of applications received in respect of RTI Act, 2005 pertaining to forest wing.

3. Timely Submission of information and follow up action in respect of court case in Forest Wing
4. Collection, Compilation and Preparation of information and timely submission of draft replies in respect of Parliament Question in respect of Forest Wing.

          (C) Shri Rajesh Kumar, Stenographer Grade-'C'

1. Dictation & Typing work given by AD(SK) & AD(MS)
2. To deal with Environment Cases related to Punjab & Haryana States
3. To deal with Working Plans of Forest Wing
4. Any other additional Work as and when required due to absence of other staff members or assigned by Senior Officer in Environment wing

(D) Shri Bharat Singh, Stenographer-Grade D

1.

Processing the Environment related files of Delhi, Chandigarh, Himachal Pradesh and Jammu & Kashmir states along with Recycler files of all States/UTs

Processing of all the proposals of roads under PMGSY of Himachal Pradesh under Forest (Conservation) Act, 1980
